    All waste rock must be: a) geochemically characterised and disposed of in a manner that minimises the potential generation of and/or release of contaminants to the receiving environment; and b) where the geochemical characteristics of waste rock is uncertain, this material must be treated as potentially acid forming until demonstrated otherwise; and c) details pertaining to meeting the requirements of this condition must be recorded and retained until this environmental authority is surrendered

    The environmental authority holder must prepare, implement and maintain a Waste Rock Disposal Plan that includes details of waste rock management to ensure compliance with condition C1 and C3.

    The waste rock dump must be designed and constructed to ensure that contaminated water originating from the waste rock dump is not: a) released directly or indirectly to any surface waters; b) where the acid rock drainage potential/neutral mine drainage potential of waste rock material has not been conclusively determined, geochemical kinetic testing must be conducted to indicate oxidation rates, potential reaction products and effectiveness of control strategies; c) records must be maintained of all waste rock characterisation and disposal including contingency planning for the management of acid rock/neutral mine drainage; d) a materials balance and disposal plan demonstrating how potentially acid forming and acid forming waste rock will be selectively placed and/or encapsulated to minimise the generation of acid and metalliferous drainage; e) a materials balance and disposal plan demonstrating how waste rock that has a potential to generate neutral and/or saline mine drainage will be selectively placed and managed to minimise the generation of neutral and/or saline mine drainage; f) a sampling program to verify encapsulation and/or placement of potentially acid forming and acid forming waste rock and waste rock that has a potential to generate neutral mine drainage; OFFICIAL Permit Environmental authority P-EA-100200618 g) how often the performance of the plan will be assessed; h) monitoring of rehabilitation, research and/or trials to verify the requirements and methods for decommissioning and final rehabilitation of the placed materials, including the prevention and management of acid and metalliferous drainage, erosion minimisation and establishment of vegetation cover.     Conditions H1, H2 and H3 are additional conditions imposed on the environmental authority. If there is any inconsistency between a standard condition referred to in condition G1 and an additional condition, the additional condition prevails to the extent of any inconsistency.

    Significant residual impacts to prescribed environmental matters are not authorised under this environmental authority or the Environmental Offsets Act 2014.

  10. H3

    Records demonstrating that each impact to a prescribed environmental matter did not, or is not likely to, result in a significant residual impact to that matter must be: a) completed by an appropriately qualified person; and b) kept for the life of the environmental authority. Definitions `appropriately qualified person' means a person who has professional qualifications, training, skills or experience relevant to the nominated subject matter and can give authoritative assessment ,advice and analysis on performance relating to the subject matter using the relevant protocols, standards, methods or literature. `prescribed environmental matters' has the meaning in section 10 of the Environmental Offsets Act 2014, limited to matters of state environmental significance listed in schedule 2 of the Environmental Offsets Regulation 2014. `significant residual impact' is defined in section 8 of the Environmental Offsets Act 2014.
